You've been searching your whole life, looking for a place with some meaning. You're a nomad... You live in one place, then move along after a short time. One day you find a place that entices you to stay, because of the dreams you start having... It seems that somewhere in this desolate futuristic city called Rancia, crowded with wanderers, thugs, and those of deep thinking, is hidden a paradise! most of the people who believe, are considered crazy, as nobody has been to such a place! A land filled with beauty, colorful plants and fruits are bountiful, forests and mountains all around, all the water is sparkling, and there are many creatures. Good and bad, every creature reflecting a person of the city's persona. However, since people are starting to disbelieve, the number of bad creatures are increasing! Everybody dreams of this said paradise, to their knowledge or not... those who dont believe in the place become the bad creatures in paradise, and the people who believe are good! You must try and convince the bad that this paradise really does exist, by cleansing their souls with the elements, to remind them that these elements really exist! All of these people have lived in nothing, and they don't believe that such a beautiful place can exist. The disbelievers of the city like to attack those who believe, to try and make them think that no such place can be real, but most of the time, it takes more than brute force to make somebody believe. Fighting in the city makes you even more powerful in the dream, and can help you to cleanse the bad creatures, to make a true paradise. If more people can believe in the dreams, maybe they can turn the city into a paradise! Gradually, after months pass of cleansing, grass starts to grow in the desolate city...

Anyway, I think it sounds like a good game concept. The only thing I would add is make it so the character can choose whether to make it into a paradise, or they can choose to help it become all bad and hellish. That way, you get more choices in gameplay and attract a wider gamer audience. Plus it would be fun to play it through with one end goal, and then switch to see if you can beat it both ways.

You could probably do the same with the weaponry in the city. Allow them a choice of automated weapons created by different substances found throughout the game. Then allow them to create new weapons out of them for usage in the city.
It all really depends on where you take the story line, and what the limits you've set for it are.
